Balanced Development Takes Priority in 12th Five-year Plan

The concept of balanced development runs through the report of 12th Five-year Plan albeit the absence of “inclusive growth” in the main body of the proposal.

On the top of the proposal reads “Economic strategic restructuring should be a major task of the transformation of economic development mode.” Therefore, the major concern of the ruling party has now been shifted from “economic growth” to “economic structure”.
