There isn’t much to criticise the HKSAR government’s response to the outbreak of COVID-19 as it has largely controlled the transmission channels of the pandemic and prevented large-scale community outbreaks. The government has also made reasonable efforts to address secondary impacts of the pandemic on the economy and people’s livelihoods. But unfortunately, it hasn’t been bold enough in turning the crisis into new development opportunities.
